The org-chart model is the right instinct and the closest thing to SoloINC's map: agents as staff with a budget and a reporting line. Heartbeats and budgets that pause at the limit are simple, legible controls. It is MIT licensed and self-hosted, so nothing about it is a hostage.
Pipelines with stages and a Desk with the human's reserved acts as the spine; a scheduled runtime and an OS sandbox included rather than adapters you supply; a native Windows or macOS install rather than Node and Postgres.
Paperclip caps each agent in dollars and pauses it at the limit. SoloINC gives every scheduled workload a budget and a turn cap, and on the seat nothing is billed. Heartbeats are schedules here, per workload, by cron.
